r 48 Remote or isolated work: manage the risks and provide effective communication. The PCBU manages risks to a worker from remote or isolated work (work isolated from the assistance of others, including rescue, medical assistance and emergency services, because of location, time or the nature of the work) under Part 3.1, and in minimising them provides a system of work that includes effective communication with the worker.

the Victorian OHS Act, s21-2-a
s 21(2)(a) Provide and maintain safe plant and systems of work. An employer breaches s 21(1) if it fails to supply or maintain plant (machinery, equipment, appliances, tools and their components and attachments) and systems of work that are, as far as reasonably practicable, safe and free of risks to health. Systems of work include the methods, procedures, rosters, permits and supervision arrangements under which tasks are carried out. Plant must be kept safe over its whole working life through inspection, guarding, servicing and repair. Maximum penalty for the underlying s 21(1) offence: 1800 penalty units (individual) or 9000 penalty units (body corporate).
the Victorian OHS Act, s21-2-e
s 21(2)(e) Provide necessary information, instruction, training and supervision. An employer breaches s 21(1) if it fails to give its employees the information, instruction, training or supervision they need to do their work safely and without risks to health. What is necessary depends on the task, the hazards, and the worker's experience, language and literacy; new, young and returning workers usually need closer supervision. Maximum penalty for the underlying s 21(1) offence: 1800 penalty units (individual) or 9000 penalty units (body corporate).
the Victorian OHS Act, s22-1-b
s 22(1)(b) Monitor conditions at workplaces under the employer's control. An employer must, as far as reasonably practicable, monitor the conditions at every workplace it manages and controls. Monitoring covers atmospheric contaminants, noise, heat, lighting, the state of plant and structures, and the effectiveness of controls over time. Maximum penalty under s 22(1): 240 penalty units (individual) or 1200 penalty units (body corporate).
