r 80 Establish, test and train in rescue procedures when fall arrest is used. Where a fall arrest system is a control measure, the PCBU establishes emergency procedures including rescue for its use, tests them so they are effective, and gives relevant workers (those who use or will use the system and those who may initiate or carry out the procedures) suitable and adequate information, training and instruction in them.

2.1.6 Rescue and first aid planning. Each work environment's analysis should cover first aid and rescue of an incapacitated person at height and a recovery plan considering: a way to call for help if a fall goes unseen; self-recovery or recovery using devices with winching; rescue from hard-to-reach locations requiring the rescuer to use height equipment, not only after falls; pre-deploying rescue systems; urgent first aid before or during rescue and fast lowering for medical assessment; managing suspension intolerance by deploying rescue within a few minutes, possibly with a person at ground level; and the principles that rescue should not rely on emergency services, should not endanger rescuers or others and should not depend on the casualty's actions. Even an apparently uninjured person may tolerate suspension only briefly (Appendix A).

r 49 Establish fall rescue and first aid emergency procedures before the task. Whenever a control under regulation 44(2) to (5) is used (anything other than elimination), the employer must set up emergency procedures before the task begins. As far as reasonably practicable they must allow a fallen employee to be rescued and given first aid, and they must be capable of being carried out straight after a fall. Risks in carrying them out (such as a further fall, electric shock, crushing or MSD) must be eliminated or, if that is not reasonably practicable, reduced as far as reasonably practicable. The employer must ensure the procedures are actually carried out immediately after a fall (s 21).
